Formed in Tallinn in Estonia in April 1942, it was also based in Aseri and Vidale temporarily. It was subordinate to the Seekommandant Reval until 1943/1944 when it was moved to East Luga in the Leningrad Oblast under Seekommandant St. Petersburg. The Abteilungskommandeur was also the Marineartilleriekommandeur Ostluga between September 1943 and February 1944. With the dissolution of that Seekommandant in February 1944 the Abteilung was moved back to Tallinn under Seekommandant Estland. It broke through the Soviet encirclement and was re-located to the island of Saaremaa (German: Ösel) in Estonia under Seekommandant Baltische Inseln. From there the Abteilung was shifted again to the Irbe Strait under the 10. Marineartillerieregiment.
