Formed as Seekommandant 'R' in July 1941 and intended for Leningrad. It was inserted in the eastern area of Admiral Ostland with an area of control from the front line to the Narva Delta, excluding the Oranienbaum Pocket of the Voronka Delta to Peterhof. The Headquarters lay in Duderhof near Leningrad. In February 1944 the command was dissolved and what remained of its area of commanded was absorbed by Seekommandant Estland.
