Formed in Swinemünde in Pomerania in May 1941, the Abteilung was shifted east to the area of Riga in Latvia, then to Tallinn in Estonia. It was subordinate to Seekommandant St. Petersburg for a short time, then to Seekommandant Reval. In February 1944 the Seekommandant Reval was re-designated Seekommandant Estland. During 1944 the Abteilung was moved again to Ventspils in Latvia and became subordinate the 10. Marineartillerieregiment under Seekommandant Lettland.
