Formed in February 1941 from the staff of the Seekommandant Normandie after the merging of the Marinebefehlshaber Nordfrankreich and Marinebefehlshaber Kanalküste. After this merging the area was re-organised. The Seekommandant Normandie became Marineartilleriekommandeur Normandie responsible for all artillery units in the area and the Hafenkommandant Cherbourg became the new Seekommandant in the area, responsible for all ports & sea transport commands. The area of command ranged between the Orne Estary and the mouth of the Couesnon (Mont St. Michel) including the Channel Islands. In November 1941 the command area was re-organised once again. The Marineartilleriekommandeur Normandie was re-designated Seekommandant Normandie, responsible for the entire coastal command and the Seekommandant Cherbourg was again designated Hafenkommandant Cherbourg.
