Formed in September 1939 with 8 fishing steamers (later replenished with new boats from the 2. Flakjägerflottille). For a short time it was employed in the Baltic, then in January 1940 it switch with 10. Vorpostenflottille and was moved to the North Sea. Here it was employed for outpost services and Escort duties at Elbe-Rotterdam. For a short time in the Summer of 1940 the Flotilla was stationed at Stavanger. From 1940 the Flotilla Chief, with the Flotilla now based at Wesermünde, became subordinate to the 5. Sicherungsdivision and in May 1942 became Stellvertreter Führer der Vorpostenboote Nord.
