Formed in December 1939 from 8 Finkenwerder Fishing Cutters and the Begleitschiff 'Weser'. The Flotilla was used in the Baltic, in Danish waters and later off the Dutch and Belgian coast. In October 1940 the Fishing Cutters were transferred to the Hafenschutzflottillen in the area and the Flotilla was dissolved. Its crews were used to form the new 7. Räumbootsflottille.
