Formed in Yevpatoria in February 1943 from Seekommandant 'X' when it was used to relieve the Seekommandant Krim ('U'). It was subordinate to the Kommandierender Admiral Schwarzes Meer.It took over the western command area on the Crimea with Seekommandant Krim maintaining the eastern area. This fracturing of the command area of the Ukraine/Crimea was only temporary and indeed only lasted a few weeks. At the beginning of May 1943 the command area in the Ukraine was clarified. This Seekommandant Westkrim was redesignated Seekommandant Ukraine ('X') and moved to Mariupol. The west coast of the Crimea was given back to the Seekommandant Krim.
