The Estnische SS-Legion was formed in August 1942 from Estonian volunteers. It was sent to Debica, Poland, for training. In March 1943 it was decided that the first battalion would be attached to 5. SS-Panzer-Division Wiking as the Estnisches SS-Freiwilligen-Panzer-Grenadier-Bataillon Narwa and it was removed from the legion.
The amount of volunteers made it possible to expand it and it was redesignated Estnische SS-Freiwilligen Brigade May 1943.
