Formed in Swinemünde in Pommerania in October 1939 as the Marinebaubataillon 323, it was then stationed in Zetel by Oldenburg in Weser-Ems. The Bataillon was then posted to Norway, first to Trondheim and then during the course of the war to Narvik in North Norway. It was initially assigned to, and commanded by the Reichsarbeitsdienst. In April 1941 a Marinepioniereoffizier was appointed Kommandeur for the first time and it was designated Marinefestungspionierbataillon 323. The battalion was subordinate to the Marinefestungsbaustab norwegischen Nordküste, then from 01 May 1942 to the Admiral der norwegischen Nordküste & employed by the Festungspionierstab in Trondeim.
