Formed as the Marinebaubataillon 311 in Kiel-Wik in Schleswig-Holstein in October 1939, it was renamed the Marinefestungspionierbataillon 311 in 1942. In May 1940 it had moved to Thisted in North Jutland, Denmark, then moved again to Viborg in Central Jutland. From November 1940 it was again based in Kiel-Wik and from October 1941 it was employed in the Baltic and finally in 1944 the Bataillon was moved to Swinemünde in Pommerania. It was subordinate to the Marinebefehlshaber D, then to the Kommandierender Admiral Ostland.
