Formed in Narvik in June 1944 and subordinate to the Seekommandant Narvik. It was employed in northern Norway from Narvik and between September 1944 and March 1945 was operationally subordinate to the L-Einsatzstab Polarküste.

After the war the Flottille was again employed in Swinemünde in transferring craft to the Soviet Navy (under Kapitänleutnant Johannes Woidneck between August 1945 to March 1946).
