Formed in Gotenhafen in January 1941 as a training flotilla under the 2. Unterseebootslehrdivision. During Operation 'Barbarossa' between June-August 1941 boats in the Baltic were used Operationally. Near the end of the war the Flotilla was moved from Gotenhafen to Wilhelmshaven.
