Formed at Kiel on 01 September 1936 this was the second Flotilla formed in the Kriegsmarine. It was named after Oberleutnant zur See Reinhold Saltzwedel, a U-Boat commander of World War One. Soon after its formation it was moved to Wilhelmshaven where it remained until it was temporarily dissolved, then renamed 2. Unterseebootsflottille on 01 January 1940.
