Formed on 01 July 1944 for employed in the Baltic and the Gulf of Finland. It was subordinate to the Befehlshaber der Sicherung der Ostsee then the 10. Sicherungsdivision, with the exception of 4 boats under the 9. Sicherungsdivision at Liepāja, Ventspils & Sõrve and 2 boats at Norway. In the last days of World War Two it was employed in the area of Denmark.

After the war the remaining boats were used to form the 25. Räumbootsflottille for mine clearing duties.
