This Flotilla was responsible for all net blockade operations of the entire Norwegian coast and had its seat in Trondheim. The Flotilla was divided into 5 Groups:

Gruppe 1 based at Kirkenes with an operations area of Petsamo, Kirkenes & Kraftwerk Jäniskowski;
Gruppe 2 based at Narvik with an operations area of Kaafjord and Langfjord to Oftenfjord and Narvik;
Gruppe 3 based at Trondheim with an operations area of Oftenfjord southward to Kristiansund North;
Gruppe 4 based at Bergen with an operations area at Kristiansund North southwards to Kristiansund South;
Gruppe 5 based at Drammen with an operations area of Kristiansund South to Oslofjord.

The Flotilla was dissolved at the end of the war with many ships being taken-over by the USA.
