Active from the start of the war (formed in 1938 in Emden) and employed in the North Sea. It participated in the Norwegian Campaign as Kriegsschiffgruppe 4 (Kristiansand-Süd). Afterwards it was employed in the southern sector of the North Sea & English Channel. From May 1941 the Flotilla was operating around the Finnish coast until November of the same year when it was transferred back to the southern section of the North Sea & English Channel, where it remained until the wars end.
