The SS-Polizei Regiment 28 Todt was formed in November 1942 from after an attempt to raise it in July failed. It was originally split up with battalions in Brest, Riga and Poltava before all were sent to Marseilles. It was sent to Slovenia in February 1944 were it was used to fight the partisans until the end of the war.
