The 23. Infantry Division Ferrara was mobilized in June 1939 and took part in the invasions of Albania and Greece. It was stationed first in Albania and later in Montenegro until September 1943 when it surrendered to the German forces.

This unit took part in anti-partisan operations in Croatia.
